Paper roll holder with cutting bar – usually gift wrap.
HAS to be a fancy toilet paper holder at almost 6″ wide! Too small to be a brown wrapping paper holder from a store.
Can’t disagree with all the suggestions of toilet paper holder, but it’s also reminiscent of a vintage paper packing tape dispenser, though I recall those with an
attached bowl for water to moisten the glue on underside of the tape.

This is very ornate, but it reminds me of the paper holder they used in grocery stores to wrap meats, etc. If you recall, cash registers were very ornate also in those days.

Since it is approximately 5″ wide, I too would guess it’s a toilet paper roll holder. But with very ornate brass etchings.
I concur with the toilet paper holder, so I can’t win unless I think of something else.
I think it’s for wrapping paper – either butcher or maybe for just plain brown paper, to wrap a person’s parcel.
Looks like it might me a cookbook holder with a rolling pin with it.
