It's most definitely a cutter for making crinkle-cut French fries, but can also be used for vegetables, hard cheeses, etc.

Hi, I think it is for cutting vegies. Looks like the same marks on my carrots. I at first thought it was for kite string but it looks like a cutting blade instead.
