I don’t know the proper name, but it’s used as a third hand in sewing and it has a pin cushion to boot!

It’s an antique sewing clamp & pin cushion. I’ve used my grandmother’s many times. It’s quite a handy, all be it heavy, little tool!

It’s for sewing.
If you’re running a hem on a skirt or dress, you can use the spring-loaded clamp to hold the cloth in place, after you align it, and then pin it together, using pins from the attached pincushion. Then, as you sew the hem, you remove the pins back to the cushion.
As a child, I remember watching my mom sewing things including hems. She didn’t have a “bird” but she used pins and a pincushion just like you would with a bird.
She had a foot-treadle Singer at first. I remember how proud she was when she got her first electric sewing machine…..and all the home-made clothes I wore after that.
I believe its a Victorian Pin Cushion & portable Sewing clamp to clamp onto any chair or table…

Sewing clamp and pincushion that clamps onto the side of your sewing table.
Sewing Bird..
It’s a vintage wrought iron sewing clamp . Bottom part attaches onto table while upper clamp (could be plain or figural animal) helps the sewer by holding the fabric. Also handy pincushion on top.
Looks like a “third hand” or “jewelers helper” to hold items being soldered or welded in what looks like a spring loaded jaw pliers. On the right is what appears to be a bowl to hold flux for soldering or water to quench hot items.

I think it’s used for tying fish-flies. Clamped to a table or working surface the ‘plate’ or dish portion would hold some colored thread(s) while the ‘clamp’ section holds the fish-hook while the craftsman works to attach ribbons, feathers or fur-tufts to be attached by winding the thread around the hook.
