Whoops! I neglected to read the dimensions of this article, so nix the ladies compact guess. Eighteen inches might be a tool kit. I had a 1962 Beetle, but didn’t get anything like this when I bought my car new.
It appears to be a ladies compact put out by Volkswagen for promotional purpose.

This is a Volkswagen tool case. It opens up and inside are tools each in its moulded slot.
lol, it looks like a vintage toilet seat! 18″ diameter is a good size, so it can’t be a compact, or mirror or something.
It doesn’t give us height dimensions though, maybe waffle maker, or symbol that fit into the front of a vw bus?
It is the cover of a VW tool kit. It was stored in front of the spare tire in the front trunk.
That is the tool box. It was made to fit in the center of the spare tire. Originally metal and enameled black, they were changed to plastic in about 1968, and discontinued in the early 1970’s. Tools contained inside were a combination socket for spark plugs and wheel lug bolts; a Tommy bar to be used with the socket and the jack; a pair of combination wire cutter pliers, such as electricians use; a double end 8-10 mm open end wrench; a combination 11-13 mm open end wrench; and a flat screw driver.

At first glance, I guessed it was a ladies powder compact given out by Volkswagen! Ha! Then I saw it says 18″ diameter! Guess not. Must be some handy gadget/tool container included when you bought a new VW, though.

If it’s 18″ wide, it appears to be about 2″ high…could this have fit under or on top of the spare tire (in the hood!) of an original VW Beetle to hold tools?
