Ice Grinder! My mom still has one like this!
It is an ice grinder for making crushed ice for drinks. My parents had one exactly like that and it had a plate on the back that slid into a bracket on the wall. Exactly like an old clan opener.
Its an ice crusher for the barkeep to use while making cocktails requiring “crushed ice”.
