I contacted Skagit county museum, Washington State museum, the state archives and no one has any idea what it is. I even tried emailing the sheriff. I’m running out of people and places to ask.

if it was mine I would try to e-mail Skagit cty courthouse or find an address and send a picture or department of coservation and ask them. I have done this and alway’s received an answer. You have a very collected item for people who collect old fishing and hunting items.
