This appears to be a limited edition litho or print !! Yours is numbered 14 out of a total of 18 !! Now,, it is not uncommon for artists to have small numbers done in order to sell a few and support himself !! I can not tell who the artist is from the signature !! They usually sign on the border rather than the print !! The edges of the paper the print is on is not as neat as the mat is !! Just looks better for framing !!
I would take the picture to a gallery and see if they recognize the name !! Then do a google search and see if the artist has a sales record !!
