It's a silver chipped beef serving fork with a hollow handle.

Definitely a serving utensil -- those tines would be painful to pull out of your mouth. My guess is for seafood

It is in the shape of a Trident, which is the pitchfork the God's of the Sea in mythology used for fishing, so I am guessing it was a fork used for eating seafood.
