I suspect that the item is a target for practicing shooting with a real gun, and not a target for use in a carnival shooting gallery, because it is obviously too heavy to be knocked over by any gun safe enough to be used safely in a carnival setting. Also, the heavy metal construction of the target allows it to hold up to being shot repeatedly with high caliber firearms without suffering much (if any) damage.
