Yes, you are correct. It's a "butter keeper." Keeps your butter soft - pack butter into little circle - put cold water into the big one and then put the little circle in the big one to soften the butter.

Since we seem to have reached a consensus on what this Whatzit is , I will simply make some wild guesses :
A matching set of planters, one for large plants and one for small ones.
A set of growing pots for mushrooms. You put the mushroom spores in the small one, turn it over into the large one, and it stays in the dark and grows.
A set of fermenting pots for making Korean cabbage....mmmm m good !
A set of chamber pots for European Ken and Barbies .
A set of pots for making Nut'n Honey. You put the honey in the small one, turn it over into the large one full of nuts, wait a week, and you get....Nothing, Honey !

This is a butter crock. Butter goes in the smaller bowl, some water in the larger bowl, turn the butter bowl into the water crock and set on the counter. No need to refrigerate your butter. Have a basic model of this myself that I use every day.

This is a butter keeper.
The bottom bowl is filled with clean water and the cup with fresh butter. The butter is inverted into the bottom, and the water forms an airtight seal.
