It’s a wink. Push down on the top and the spiral will spin and whip eggs, cream etc.

It's a kitchen utensil used to whip cream. Just push down on the green handle and wire part spins. You know it’s from the ‘30’s because of the green color of the handle.

It's probably a kitchen tool for whipping. The handle was like kids had for a metal "top" - push down the handle & the top would go around. Same for the whipping cream/eggs, etc. Probably from the 40's....
