Thank you for all your guesses! As many of you guessed, it’s a “Black Ball Box,” used for secret ballots. Our reader, @Michaela Patterson Golya said it the best, “It is a voting box used by various fraternal order and is also the origin of the phrase "black balled." Black marbles represented a no vote. Often these boxes were decorated with various "secret" symbols meaningful to the organization.”

I believe it's a voting mechanism, too. It does contain white and black balls.

This box is passed around to a group membership to vote for or against a proposed new member, a white ball would be chosen to accept the new member, whereas a black ball would be chosen to reject the proposed member.
Voting would be secret in this manner and usually one black ball would reject the proposed member.

it looks like a masonic ballot box. white balls elect black balls reject.

Definitely a box used to vote someone in or out of an organization. If black ball used, person not allowed to join.

I agree that it's a ballot box. Although I don't see the hole, I do see the black ball among the white.
