Mystery Silver

Q: Can you identify this piece of silver plate? I don’t mean who made it (although that would be nice). But what is it? It is slightly fluted on both sides and measures 7 1/2 by 3 1/2 inches. All the sides are soldered at the seams and although there’s an engraved design on it, there are no marks. I have talked to silver dealers at several shows and even to experts at big auctions. Most think it may be English and date from the late 19th century and agree it’s well made. But no one is able to guess what it was used for.
